В статье рассмотрена важность применения кластерного подхода к воспроизводству жилищного фонда. Предложена авторская трактовка термина «кластер». Проанализировав различный опыт создания кластерных структур, предложены четыре их типа для муниципальных образований и основные принципы, на основании которых они формируются, а также показана практическая выгода от этого.

The present research is aimed to describe to heads of municipalities the possibilities of the clusters usage in housing facilities reproduction. Key subjects of the research are administrative relations and the mechanisms of effective development of housing facilities with the use of clustering in municipalities. The main objective of the article consists in developing and scientific substantiation of effective model of management of housing facilities in municipality on the basis of clustering. Its methodological and theoretical ground was made by theoretical positions and conclusions in fundamental and applied researches of Russian and foreign authors on problems of cluster functioning in economy, and also the publications dedicated to management of the housing facilities market. In the course of the research basic elements of clusters are revealed and definition of the term "cluster" is offered. Four types of cluster structures in housing facilities reproduction management allows to provide development of innovations, improvement of quality of rendered services, stimulation of innovations among management companies, building companies and other organizations participating in housing facilities reproduction at the expense of the coordination of interests of subjects occupied in the given sphere, within the problems of specific municipality. Theoretical positions of the article, the drawn conclusions and recommendations can be used not only for housing facilities, but also can be applied in educational process at lecturing courses "the Municipal Economy", "Regional Economy", and also special disciplines in problems of the state and municipal economy. According to the understanding received during the research the use of clustering in housing facilities management of habitation reproduction is recommended to heads of municipalities.
