В статье рассмотрен процесс становления национальной инновационной политики в Российской Федерации, основные принципы её функционирования, политика стимулирования малого инновационного бизнеса и его основные существующие проблемы. Цель работы: рассмотреть особенности национальной и региональных инновационных политик и выявить недостатки инновационной политики в сфере малого инновационного бизнеса с целью поиска вариантов решения существующих проблем.

The article describes the process of establishing of the national innovation policy in the Russian Federation, the basic principles of its operation, policies of small innovative business stimulation and its major existing problems. Listed and defined main legal acts that regulate relations in the sphere of innovation development. Indicated long-term state support measures for small innovative businesses. A brief description of the institution development system is given at various stages: federal level- the regional offices of federal agencies- regional institutes for development. The last include special economic zones, Eurasian Development Bank, Russian Venture Company, Russian investment fund of information and telecommunication technologies, Russian Corporation of Nanotechnologies (RUSNANO), Housing and Utility Reform Foundation, Bank for Development and Foreign Economic Affairs, Housing Development Foundation. Summary data of institutes for development in Russian regions in 2010 is stamped. In the article the key steps of the Strategy 2020 are listed, that are required for the creation of national and regional innovation systems. Identified the most important grounds that impede the development of small innovative companies and the national innovation system as a whole. The keynote of existing problems appears to be the lack of breakthroughs in innovation with an active public policy in this field for over 10 years. This indicates on the isolation of existing programs and measures to support the interests and desires directly to the most innovative Russian businesses. Objective of the paper: To examine the features of national and regional innovation policies and to identify the gaps of innovation policies in small innovative business in order to find solutions to existing problems.
