В данной статье рассматриваются основные подходы к формированию системы оценивания и контроля в условиях внедрения федеральных государственных образовательных стандартов НПО и СПО. Для построения системы оценивания представлен сравнительный анализ обучения на компетентностной основе и традиционного обучения. Предложена модель системы оценивания и контроля в рамках освоения профессионального модуля, позволяющая диагностировать сформированность компетенций обучающихся учреждений НПО и СПО.

The article discusses the main approaches to the formation of estimation and control system in the implementation of the federal state educational standards Primary vocational education (PVE) and Secondary vocational education (SVE). The comparative analysis in terms of competence-based principles and traditional learning is presented to construct a system of assessing. Considering the international and domestic experience in the implementation of modular software and comparative analysis of systems of evaluation, a model of the evaluation and control system is introduced within the professional development of the module that allows diagnosing the competencies of students of PVE and SVE institutions. As part of the formation of evaluation and control system of the formation of competencies defined the integrated system of measurement, evaluation factors, methods and procedures for monitoring the development of competence in accordance with the conceptual foundations of the federal state educational standards for primary and secondary vocational education. The article indicates the need to move to the point-rating system of evaluation and the implementation of electronic document flow, taking into account the integrated nature of formation of competences in implementing federal state educational standards PVE and SVE. The practical experience of summation of various indicators is presented in the form of structural matrix of integrated assessment. The structural matrix is in tabular form, which specifies a list of competencies, the number of points, and at what stage is evaluation now, which allows record the formation of competences of students of PVE and SVE institutions under a professional module or educational process as a whole.
