Аннотация / Abstract

Определена сущность нефтегазового комплекса, значимость нефтегазового сервиса для его развития, факторы успешной деятельности нефтегазовых компаний.

The essence of the oil and gas complex, the importance of oil and gas service for its development shall be regarded in this article.
The authors investigate the problems in modern conditions of oil and gas complex: financial destabilization, lack of investment, lack of investment incentives; violation of optimal price ratios between the prices of different energy sources and between the prices of hydrocarbons and other products; fiscally oriented tax policy; insufficiently diversified institutional structure of oil and gas complex and low efficiency of state regulation of the complex.
In proportion to expenses equalization of oil and gas extraction in different countries, the tax element of the prices is becoming an increasingly important competitive factor. International oil business successfully mastered techniques to reduce costs by improving the technology, changing the system of taxation and institutional developments. All this greatly expanded price limits for various oil-producing areas, enabling to sell an increasing amount of oil even in the conditions of lower prices.
Sources of a greater competitiveness of international oil companies are as follows:
First, during the 80-90s the sequential decline of all pricing elements (costs, taxes, profits) has occurred.
Second, at the same time tax regimes have been liberalized.
Third, the world oil and gas complexes saved high propensity to investment;
Fourth, there are long-term prospects for sustainable and acceptable profit in oil and gas complex.
In modern conditions the measures of state regulation of oil and gas sector play a major role in improving the functioning of oil and gas industries. Its forms and methods are determined by the state economic policy and consider the peculiarities of oil and gas complex.
One of the ways to improve the system of regulation of oil and gas industry is to create national or joint oil and gas companies parastatals that provide greater confidence in the long-term development of the sector and increase the investment attractiveness of the industry.
