Статья посвящена самостоятельной проблеме российской историографии – русским в системе межэтнических отношений современной России за ее 20-летний период существования. Прослеживаются основные направления развития русской общности, названы трудности ее положения в новом формате России; обоснована необходимость коренных изменений в отношении русского народа в государстве, налаживания разрушенного диалога культур народов, воспитания культуры межэтнического общения, развития и поддержки традиционных направлений русской культуры, формирования нормативно-правовой базы развития этнической общности, создания в государстве Института проблем русского народа и проведения мер по улучшению положения русских в Российской Федерации.

The state national policy of the Russian Federation permanently remains one of the main components of the multinational Russian society. And it is no coincidence that society is constantly appealing its attention to that policy. Back in 2012, being in the Tatar Republic, the President of the Russian Federation is to give instructions to make adjustments, for that time active document of the Concept of State National Policy (1996). However, it took 10 years for the implementation of the measures in the effect that politicians, assigned to address the issue, prepared another document, concentrated in itself the understanding of the state national policy, its directions for the future.
Undoubtedly, the collapse of the USSR, the events associated with this political move, have summoned many of the social changes to life at the beginning of the 1990s. They could not not uninvolve the regulation of inter-ethnic processes in Russia, being already the state that has become a sovereign, who chose an independent path of development on a legal basis, taking into account existing traditions, customs, languages, peoples and their beliefs.
In what society did citizens of the Russian Federation after the collapse of the Soviet Union live? It was a new stage in the development of the state based on the traditions of the Russian statehood, the principles of federalism and civil society.
