Статья описывает формы и методы подготовки и переподготовки учителей в начале ХХ в., первые образовательные учреждения, созданные в Республике Татарстан в начале 20-х гг. ХХ в., уровень образования учителей, работающих во вновь создаваемых русских, татарских, чувашских и др. школах.

The article analyzes the process of formation of main forms of professional development of teachers in a particular region of the Russian Federation – the Republic of Tatarstan (formerly the Tatar Autonomous Soviet Socialist Republic). Justifying the relevance of the chosen topic, the author argues that a detailed study of the process of the Russian educational practices in one of the crucial periods in the history of the country (the first decade after October 1917) will provide an opportunity not only to use the best achievements in the field of training of teachers with the consistency of historical development in modern reforming system of teachers retraining, but also to a better understanding of many phenomena that we face today.
The subject of the research is a process of creating the prerequisites of state system of teachers education in Tatarstan. Based on an evidential material the author argues that the process of teacher development was closely intertwined with the system of teacher education, which was formed in 1917 in a very new social and historical conditions. The system of teacher education in Tatarstan, established prior to October 1917, is analyzed with evaluating the role of state education authorities in the creation of new types of schools in the region and the role of government in determining strategic directions of training and retraining for the newly opened primary schools and seven-year schools of the Republic.
The methodological basis of the study is a systemic approach that focuses on the selection of integrative invariant connections and relationships; personal approach; anthropological approach; socio-historical approach, which takes into account all the possible details and stages of the investigated problem and features of development of the society. The author used the following methods: a theoretical analysis and synthesis of information from the scientific, educational, cultural, historical sources and archival materials relating to the activities of institutions for professional development of teachers, comparative historical and statistical methods.
The practical value of the work is determined by the ability to use research material in teaching of pedagogical disciplines, including the "History of education and pedagogical thinking of Tatars" in secondary and higher educational institutions and educators training courses.
