В статье рассмотрены основные предпосылки формирования современной стратегии европейской безопасности. Выявлены проблемы и раскрыты тенденций дельнейшего развития стратегии безопасности и обороны ЕС.

The article deals with the main prerequisites for development of the contemporary strategy on European security. It also reveals the problems and tendencies of the further development of the defence and security strategy of the European Union. Deepened integration in the sphere of defence and security was caused by a number of factors: firstly, economic growth and consolidation of the European Union required strengthening of the role of the union in development of the policy, defence and security; secondly, there were changes not only in the union itself; thirdly, the course of events was influenced by the Balkan conflicts which took place at the end of the 20th century and demonstrated that the European Union was not able to resolve crises without the USA's help. The article analyzes the peculiarities of development of the contemporary European security strategy. Signing of the Maastricht and Amsterdam Treaties was not able to solve all problems of the Common Foreign and Security Policy and to considerably increase the efficiency of this sphere. For the past decade the European Union has achieved a great progress in developing the European system of security, increasing defensive capability, preventing and regulating crises, and improving defence technologies.
